This is Seiya Kou kissing Usagi Tsukino/Serenity.
Both characters are from Sailor Moon Stars series. Note her eyes are different than usually on purpose, because she has been hypnotized and is in a trance-like state. Seiya will use all ways to get into her... um, you know  , so she is made to forget about her missing fiancé, Mamoru beforehand.....
